Further, the calculation value of LPRM 2 is corrected with LPRM degradation correction unit 4 to standardize with power standardization unit 5, and enters into LPRM calculation memory unit 6 with a proper time interval. After this, the time variation rate of digital value is caluclated with LPRM digital average unit 7, judging with the variation rate judging unit 8. The alarm device is energized when the variation rate is positive or genative.
