CONSTITUTION: When all the signals, signal to be input into AND circuit 37 via comparer 42, with bias added by bias setter 29 to branch signal of speed signal produced by turbine rotor 11 and speed setter 16, signal to be input into AND circuit 37 via low pressure steam temperature detector 31 and via adder 35 and comparer 36 of high pressure turbine exhaust temperature detector 33, and signal to input signal of high pressure turbine exhaust pressure detector 39 into AND circuit 37 via adder 40 and comparer 41, are output, low pressure steam stop valve 6 is closed by operating low pressure steam stop valve switching mechanism 44 via relay circuit 43.
