At the controller 2, necessary air amount is calculated on the basis of data from the sensor 32 to measure the amount of water to be treated for the aeration tank 31, the water quality sensor 33 for water to be treated, and the total air amount sensor 30 and the other set values which are put in advance, and also an operation stopping signal for the air blowers 13 and 23 and an air amount reference set value for the regulating signal-generator 1 are calculated.
