Abstract

PURPOSE: To make it possible to sample a character at correct position intervals by providing a speed-detection photoelectric converting element, character-width detecting method and speed-detection integrating circuit, and then by integrating a count value in reverse proportion to a manual scan speed.
CONSTITUTION: By speed-detection photoelectric converting element 10, character detecting method 15 and speed-detection integrating circuit 30, clock pulses from basic clock pulse ganerating circuit 30 are counted, and a count value in inverse proportion to manual scan speed is integrated to measure indirectly the manual scan speed. The output count value of circuit part 30 is set to speed-variable sampling pulse generating method 50 to generate sampling pulses at sampling cycles equivalent to the manual scan speed. A signal obtained by quantizing 70 a video signal from character pattern scanning photoelectric converting element 60 by sampling pulse of the constant cycle is passed through sampling pulse switching method 80 to sample it by pulses from method, so that a character to be read can be sampled at correct position intervals without reference to the scan speed.
