CONSTITUTION:A downstream side position detector 16 is provided by leaving a distance LO from the rolling roll gouge part on the exist side of a piercer 10 having an upper roll 12, lower roll 14 and plug 15 and an upstream position detector 18 on the upstream side thereof by leaving a distance LH from the detector 16.
