Abstract

PURPOSE: To eliminate an accumulatation of non-required water by a method wherein a floating means is arranged either at the inside or outside of the flexible cloth baggage, the dam is raised in case of irrigation and the dam is raised only for a height of tidal level in case of tidal stop.
CONSTITUTION: Fluid such as air, water etc. is fed into the flexible cloth baggage 1 in case of irrigation and tidal stop to bulge out the baggage 1. However, in case of performing only the tidal stop, the fluid in the baggage 1 is discharged, air is fed into the floating means only to cause it to be floated. Under the arragement above, the baggage 1 is floated to act as the tidal stop by a buyancy of the floating means 2 even if the dam is not raised. In this way, the water accumulated at an upstream is decreased to the minimum volume required for performing the tidal stop and non- required water is not accumulated. In case of flood, overall cross section of a river can be used by discharging air from the floating means 2.
