極を移動させる第1の移動装置と、 管材の他方端側に設けられていて、拡管用カー
トリツジから電流を電源に回帰させるための回帰
導体を移動させる第2の移動装置と、 第1および第2の移動装置を制御することによ
り、放電電極と回帰導体とを所定の管材に対応さ
せて順次移動させ、かつ放電電極と回帰導体とを
それぞれ所定位置に位置決めさせる制御装置とを
