When the computer 14 judges that the rated input voltage of the stabilizer 5 for testing is larger than that of a stabilizer 7 for a sample, switches 15a and 15b are opened and switches 16a and 16b closed and a boost transformer 3 is connected to a measuring circuit to perform a measurement. Then, switches 6a, 6b, 10a and 10b are closed and the sample stabilizer 7 is connected.
