であつて、制御すべき舗装面の近くに該舗装面を
模擬した模擬舗装面を設け、前記水分及び積雪情
報は前記模擬舗装面に配置した水分検出器及び積
雪検出器により求め、前記道路舗装面又は模擬舗
装面に埋設した温度検出器の温度情報を基に、前
記制御すべき舗装面下の発熱線及び前記模擬舗装
面下の発熱線の発熱量を制御するようにし、前記
模擬舗装面は周囲よりも高く形成した基台上に設
け、該基台の周囲に断熱材を埋設したことを特徴
