Abstract

CONSTITUTION: A plurality of rows of ratchet claws are arranged on the periphery of an input side rotating member 12 in a manner of being energized to the central side of the input side rotating member 12. An output side rotating member 29 composed of ratchet gears is provided in the center of the input side rotating member 12 and the speed of the rate of rotation of the wheel is changed by causing the input side rotating member 12 or the output side rotating member 29 to relatively make an eccentrical movement.
