CONSTITUTION:Heat treatment temperature of a glassy carbon plate or a densified carbon plate having a nitrogen permeability of 10-<4>(cm<3>cm/sec.cm<2>) or less and a thickness of 1.5mm or less is specified to 2200-2800 deg.C. Coming off of graphite particles from the surface of an electrode is halved, and clogging of a porous positive electrode used as a counter electrode is prevented to stabilize the efficiency of a battery. Since the electrode has good corrosion resistance, the generation of an organic substance caused by the oxidation of the electrode is decreased and coloring is prevented and the efficiency of electrolytic deposition is stabilized.
