When the horizontal frequency changes, a control transistor Tr 7 is turned on to operate by a control circuit 8, while Tr 6 is turned off, and the capacitor 4 is disconnected from the capacitor 3. Since a current flows through the Tr 6 only when it is turned on, the power consumption can be reduced.
