Description

   <Desc/Clms Page number 1>

L'appareil suivant l'invention comprend essentiellement un moteur élec- trique capable d'entraîner un ruban taxeur conducteur de   J'électricité   et consti- tuant un des éléments de son circuit   d'alimentation;, un   interrupteur pour la fer- meture du circuit d'alimentation de ce moteur;

L'appareil suivant l'invention est avantageusement complété de façon qu'un ruban taxeur en attente dans l'appareil puisse;

 <Desc/Clms Page number 2>

 <Desc/Clms Page number 3>

 <Desc/Clms Page number 4>

 <Desc/Clms Page number 5>

 <Desc/Clms Page number 6>

 <Desc/Clms Page number 7>

The present invention relates to an apparatus mounted on a vehicle and intended to allow the taxation of the parking of this vehicle proportional- -lement to the duration of the parking, at the sole intervention of the user, the public authorities having instituted the tax which may simply check whether the charging device has been put into service by the driver.
The apparatus according to the invention essentially comprises an electric motor capable of driving an electrically conductive taxing tape and constituting one of the elements of its supply circuit ;, a switch for closing the circuit. power supply for this motor;

  , means to which "said tape is led after having served to supply the motor and which make it unsuitable for subsequent supply to the motor and finally means making the operation of the apparatus visible during chargeable parking.

   With such a device on each vehicle, it suffices for the manufacture and sale of accounting tapes to constitute a state monopoly for the right to park to be automatically collected for the benefit of the state when the device is put into service.

   As defined above, the apparatus according to the invention is suitable for uniform taxation for all parking places. It can be modified so that its owner can use it to acquire the right. to park in places for which the parking taxes are different.

   The apparatus thus modified comprises, on the one hand, a change of speed between the motor and the drive member of the ribbon and, on the other hand, as many means making the operation of the apparatus visible as there are ribbon drive speeds, the speed change actuator causing the activation of that of these latter means which corresponds to the speed used.

   The user then simply has to choose the speed ratio between the output and the input of the gear change of the device to cause his taxing tape to be driven at a speed proportional to the size of the tax provided for in the considered parking place
The apparatus according to the invention is advantageously completed so that a taxing tape waiting in the apparatus can;

  , during the user's absence, automatically replace a tape in service when it has almost reached the end of its travel, provided that the user has taken the precaution of closing a switch in the supply circuit of the means making visible the movement of the reserved ribbon
To be able to operate under these conditions, the apparatus according to the invention comprises a second electrically conductive taxing tape also forming part of the supply circuit of the aforesaid motor, a clutch device between the motor and the drive members for each of the two ribbons, each of these clutch devices being permanently biased towards its disengaging position,

   two relays which cause these clutch devices to be put into service when they are carrying a current, and three switches in series in the supply circuit of each of these relays, one of these three switches being a hand switch, the second of these three switches being constantly urged towards its closed position but being opened by the other relay when the latter is carrying a current, the third of these three switches being normally closed but being opened by a protrusion of the ribbon, the drive of which is caused by the relay in the supply circuit of which this third switch is located.

   When such a device is available, the successive closing of the two hand switches has the effect of causing only one of the two bands to be driven, namely the one whose drive is caused by the relay in series with

 <Desc / Clms Page number 2>

 hand switch closed first.

   Indeed, the passage of current in this relay causes the opening of the second of the three switches in series with the other slag relay only when the hand switch connected in series with this other relay is then closed, this last relay no. 'is traversed by no current and does not cause engagement of the second ribbon But when the protrusion of the first ribbon opens the third of the three switches in series with the relay causing the drive of this first ribbon, this last relay ceases to act on the corresponding clutch device at the same time as it allows the closing of the second of the three switches in series with the other relay,

   which automatically causes the power supply thereof and the opening of the second switch of the group of three switches in series with the first relay.
It goes without saying that if this device must allow the charging of parking at different tariffs, a change of speed must be provided between the motor and the drive members of the two ribbons and that the actuator of each change of speed must be able to activate that of the means making visible the operation of the apparatus which corresponds to the speed used.

   The use of the charging device which has just been described obliges the driver to put it into service when he leaves his vehicle and this by closing one or the other of the aforesaid two hand switches or the successive closing of these two switches in the event that. the end of a ribbon would appear before the end of the parking lot and would require the substitution of the second ribbon for the first.

   If the parking is not taxed when the driver leaves his vehicle or if the parking rate will change during the absence of the driver, the charging apparatus according to the invention is advantageously implemented as follows in order to '' automatically establish its correct commissioning at the desired times.

   The apparatus then comprises a second electrically conductive taxing tape also forming part of the supply circuit of the aforesaid motor, a clutch device between the motor and drive members of each of the two tapes, each of these clutch devices being permanently biased towards its disengaging position, two clutch relays which cause the activation of these clutch devices when they are traversed by a current and three switches in series in the supply circuit of each of these clutch relays, one of these three switches being actuated under the control of a clockwork mechanism so as to be opened and closed during the desired periods,

   the second of these three switches being constantly pressed towards its closed position but being opened by the other relay when the latter is carrying a current, the third of these three switches being normally closed but being opened by a projection of the tape, the drive of which is caused by the clutch relay in the supply circuit in which this third switch is located, the switch in the motor circuit also being closed by the clockwork mechanism during tax periods.

   Such a device has the effect of replacing the manual control of the hand switches for closing the circuits of the clutch relays and of the motor with a closing controlled by the clockwork movement. When the driver leaves his vehicle, he starts his clockwork mechanism after having set it to the time of the moment in question. The motor remains stopped until the moment when the switch in its circuit is closed by the clock mechanism. This causes at the same time the closing of the first of the three switches. In series with the clutch relay which must bring about the change of speed which has been set so that the driven band moves at the speed corresponding to 1a tax foreseen from this moment.

   If the tax ceases to be payable after a certain time, the clockwork movement cuts off the power in this

 <Desc / Clms Page number 3>

 disengages the clutch device in service at the same time as the engine is stopped
If, on the contrary, the parking tax is maintained but changes, tariff, the clockwork mechanism causes the closing of the first of the three switches in series with the other clutch relay and cuts the power supply to the first relay. 'clutch. At the same time as the closing of the circuit of the second clutch relay, the clockwork mechanism causes the closing of the circuit of the motor o As a result, the second clutch device causes the corresponding gear change which has previously been been adjusted so that the speed of movement of the second ribbon corresponds to the new tariff.

   This situation lasts until the moment when the new parking tax is abolished or is brought back to its previous value. In the first alternative, the second clutch relay and the motor simply cease to be supplied with power while in the second alternative the first clutch relay is energized again while the engine continues to run.

   If the driver foresees `` that during his absence the first ribbon will come to the end of its travel, he adjusts the second gear change so that from the moment of the substitution of one ribbon for the other, he drives the second tape at the highest speed for which this second tape will have to move during its commissioning. In addition, he adjusts his clockwork mechanism so that throughout his absence, the second clutch relay can be energized if the third of the three switches in series with it closes as a result. the deactivation of the first clutch relay under the control of the end of the first ribbon.

   Other features and details of the invention will become apparent from the description of the drawings appended hereto, which represent schematically, and by way of example only, two embodiments of the following charging apparatus. 'invention.

   FIG. 1 schematically represents certain mechanical components and the electrical connections of an apparatus according to the invention suitable for charging according to two different tariffs and allowing the automatic substitution of one charging ribbon for another when the latter is exhausted.
Figure 2 shows a detail of one of the members shown in Figure 1.

   Figure 3 is a simplified diagram of the electrical connections of the apparatus according to Figure 1.

   FIG. 4 is an electrical diagram similar to that of FIG. 3 in the case where the charging periods are automatically controlled by a clockwork mechanism, shown in part schematically in this figure.

   Figure 5 is a section taken along the line V-V of Figure 6 in a part of the clockwork mechanism shown in Figure 4.

   FIG. 6 is a view along the arrow R of FIG. 5.

   Figure 7-is a diagram in which the twenty-four hours of a day have been plotted on the x-axis and on the y-axis, at different levels, the rates applied during taxable parking periods.
In these different figures, the same reference notations denote identical elements.

   In Figure 1, there is shown an apparatus for taxing the parking of a vehicle on which it is to be mounted, which comprises an electric motor 2 capable of driving a taxing tape 3 at a speed proportional to the tariff of parking tax o This switch is supplied from a current source 4, for example the vehicle's accumulator, under the control

 <Desc / Clms Page number 4>

 a switch 5 connected to one of the poles of this source. Switch 5 is closed when parking begins.

   The taxing tape 3 is electrically conductive. It is, for example, covered with a layer of graphite or metal. The part of this tape in service constitutes one of the elements of the motor supply circuit. The switch 5 is, for this purpose, connected by a conductor 6 to the pivot 7 of a toothed wheel 8 serving to drive the tape, this wheel being actuated in the manner which will be described later. This tape comes from a coil 9 and passes over a return wheel 10, the pivot 11 of which is connected by a conductor 12 to the motor 2. The latter is connected to the other pole of the current source 4 by a driver 13.

   If we assume that this conductor ends directly at this pole9 as shown schematically by the dashed line 13a and if we assume, in addition, that the toothed wheel 8 is driven by the motor so as to advance the ribbon tape 3 in the direction. from the arrow X, it can be seen that the closing of the switch 5 has the effect of, 'passing the taxing tape 3 beyond the wheel 8 over a length proportional to the duration of the closing.

   The taxing tape 3 is subjected beyond the drive wheel 8 to means which subsequently make it unsuitable for the passage of the current, in order to prevent it being possible to use it again by replacing it right side up. coil 9.

   In FIG. 1, these means have been represented in the form of a heating resistor 14 which destroys the support of the conductive layer. This resistor is supplied by the current source 4, one of the poles of which is connected to a switch 15 connected by a conductor 16 to one end of said resistor. The other pole of this current source is connected by a conductor 17 to a second switch 18 in series, by a conductor 19, with a third switch 20 connected, by a conductor 21, to the other end of the resistor. heated 14.

   It is understood that other means of destroying the ribbon could be used. We could, for example provide on the drive wheel 8 a means of mechanical destruction consisting of a circular knife which would cut the tape at the location, or it would be pressed against it by another wheel such as 22 cooperating with ribbon drive with the wheel 8.

   The tape could also be made unsuitable for a new service by causing a solvent of its conductive layer to act on it.

   In order to be able to check whether the charging device has been put into service by the driver, a means is provided to make the operation of the device visible. In the case of FIG. 19 this means is constituted by a lamp 23, one end of which is connected to the switch 15 by a conductor 24 and of which the other end is connected by a conductor 25 to the switch 20. Preferably. , the connection of the lamp 23 to the switch 20 is made by means of a pusher 113 shown in phantom, which is normally open and which is closed only when it is desired to verify that the The appliance is in service, in order to reduce the consumption of the current drawn by the source 4. This pushbutton must therefore be placed within reach of the attendant.

   When this pusher exists, the conductor 24 does not exist between its two terminals.

   To drive the wheel 8 from the motor 2, use is made of a gear change such as that shown schematically inside the frame in phantom lines 26. This gear change comprises a shaft 27 on which three toothed wheels 28 are wedged. , 29 and 30o The shaft 27 can be rotated by a clutch device consisting of a toothed wheel 31 which can be brought into contact with a wheel 32 secured to the shaft of the motor 2.

   The wheel 31 is integral with a sleeve 33 which can be slid along the shaft 27 when one does

 <Desc / Clms Page number 5>

 to vote a lever 34 around a pivot 35 in the manner which will be indicated later. The gearshift 26 also comprises a shaft 36 which can be moved axially so that toothed wheels 37, 38 or 39 that it carries are actuated respectively by the toothed wheels 28, 29 or 30.

   On the shaft 36 is fixed a toothed wheel 40 which, in its various axial positions, continues to mesh with another toothed wheel 41 itself meshing with the wheel 8 serving to drive the taxing tape 30.
The toothed wheel 8 is integral with a drum 108 provided with spikes 109 penetrating into corresponding perforations made along the two edges of the strip 3. The representation of the wheels 8 and 22 separated by the strip 3 corresponds to the fact that the it would be seen if one examined in the direction of the arrow Z the wheel 8 as it is shown in mesh with the wheel 41.

   This double representation of the toothed wheel 8 was adopted in order to facilitate the representation of the electrical connections.
It can also be seen in FIG. 1 that the pivot 7 of the drum 108 drives a totalizer 110 by means of gears 111 and 112.

   In order to be able to check whether the speed ratio chosen by the user is suitable for the rate of the parking tax to be paid at the time considered, provision has been made for the axial displacement of the output shaft 36 of the change of speed causes at the same time the activation of different control means in relation to the selected speed ratio. For this purpose, the shaft 36 carries a cam 42 (Figures 1 and 2) which rotates with this shaft and which, during its firm rotation ;, intermittently ;, a switch 43, 44 or 45 depending on the selected gear ratio.

   These switches are normally open. Their closing by cam 42 allows the supply of control lamps designated respectively by 46, 47 and 480 These lamps are, for example ;, of different colors, their color being fixed. regulated according to the tariff to be applied.

   When these control lamps 46 to 48 exist, the lamp 23 can be dispensed with since they also make it possible, by their intermittent lighting, to see that the taxing tape 3 is driven.
The device which has just been described is suitable as long as the taxing tape 3 is driven by the wheel 8. If there is a fear that this tape will reach the end of its travel before the end of the period of parking; substitute a second taxeuro tape This is designated by 3 '. It can be driven from engine 2 by means of a series of elements (clutch device, gear change mechanism, ... spike drum), similar to those in question. above about commissioning the first taxing tape.

  3. All the elements designated by a reference notation assigned the sign "',, play, vis-à-vis the tape 3', the same role as those designated by the same notation without the sign" '"' vis- to the ribbon 30
In addition, the apparatus comprises ;, for the control of each ribbon, a clutch relay which causes the activation of the corresponding clutch device when it is traversed by a current. The clutch device formed by the elements 31 to 35 is permanently biased towards the disengaged position by a spring 49 which surrounds the armature 50 of a clutch relay 51.

   This is connected :, on the one hand ;, to the conductor 24 by a conductor 52 and, on the other hand, to the conductor 25 by a conductor 530
The lever 34 is, in addition connected to the switch 18 'normally-closed This switch is open during the passage of current in the clutch relay 51 and therefore, the circuit comprising the switch 15', this switch 18 'and the switch 20 'connected in series with the clutch reset winding 51', is opened as soon as the switch 15 is closed.

   The strip 3 carries a projection which is advantageously in the form of an extra thickness 54. When the latter passes between the two toothed wheels

 <Desc / Clms Page number 6>

 8 and 22, it moves this last wheel away from the other. This results in a displacement in the direction of. arrow Y of the pivot 55 of this wheel 22. This pivot pushes back a pivoting rod 56 which is part of the switch 20. As a result of this movement of the rod 56, the switch 20, which was closed, opens. and cuts off the flow of current in the clutch relay 51. Therefore, the switch 18 'closes. If the switch 15 'has been closed at the same time as the switch 15, when the switch 18' closes, the clutch relay 51 'is energized and the tape 3' is set in motion. At the same time, switch 18 is open.

   Finally in the case of use of two tapes 3 and 3 ', the motor 2, instead of being directly connected by a conductor 13a to one of the poles of the current source 4, is indirectly connected to this pole via of a conductor 12 ', of the pivot 11', of the tape 3 ', of the drive wheel 8', of the pivot 7 'and of the conductor 6'.

   In Figure 3, there is shown only the simplified diagram of the connections of the device of Figure 1. The mechanical parts of this device have not been shown but it goes without saying that the switches 18 and 18 'are placed under the control of the clutch relays designated respectively by 51 'and 51, that the switches 20 and 20' are controlled by the position of the pivots of the wheels 22 and 22 'of FIG. 1 and that the switches 43 to 45 and 43' to 45 'are controlled by the cams designated respectively by 42 and 42'.

   In Figure 4, there is shown a diagram of the same type as in Figure 3 but relating to an apparatus in which the switches 5, 15 and 15 ', instead of being manually controlled, are controlled. automatically by a clockwork movement in order to allow the substitution of one parking tariff for another in the absence of the user.

   In FIG. 4, 57 denotes a clockwork movement which comprises a rotary cursor 58 (FIGS. 4 and 5) making one revolution in twenty-four hours when this mechanism is in motion. This arm is mounted on a shaft 59 which can be actuated by any suitable means, for example a spring.
In the case shown, the motor of the clockwork movement is an electric motor supplied when closing a switch 60 located in the circuit of an electromagnet 161 launching motor pulses.
The clockwork mechanism comprises around the shaft 59, three concentric conductive tracks 61, 62 and 63 extending over 360 degrees. The inner track 61 is permanently connected by a conductor 64 to one of the poles of the current source 4.

   The tracks 62 and 63 are connected by conductors 65 and 66 to one of the terminals of two switches designated respectively by 67 and 680 When these switches are closed on this terminal, they are connected in series with the windings of two auxiliary relays 69 and 70 connected to the other pole of the source; current 4.

   The rotary slider 58 carries rollers 71, 72 and 73 which are electrically connected to one another. As a result, if the switches 67 and 68 are closed, the auxiliary relays 69 and 70 are supplied.

   The power supply of the auxiliary relay 69 has the effect of causing an armature 74 to switch in the direction of arrow Z which then simultaneously closes the switches 5 and 15. This armature is electrically connected to the current source 4 by a driver 75. It can therefore be seen that the closing of the switch 67 has the effect of starting the engine 2 and of causing the engagement of the device controlled by the clutch relay 51.

   When the auxiliary relay 70 is traversed by current by following the closing of the switch 68, it also causes the displacement of an armature 76 connected to the current source 4 by a conductor 77, this displacement being such that it causes the closing of switches 15 'and 5'. This last switch is connected as a bypass on switch 5, the closing of which is

 <Desc / Clms Page number 7>

 caused by the displacement of the armature 740 As a result, the supply of the auxiliary relay 70 has the effect of starting the engine 2 and supplying the clutch relay 51 '.

   In order for the apparatus to be put into service or out of service automatically at determined times ;, a disc of insulating material 78 is interposed between the continuous circular tracks 61 to 63 of figures 4 and 59 and the rotary cursor 589. (Figures 5 and 6) in which are formed discontinuous circular conductive tracks such as 79 and 80. This disc 78 has not been shown in Figure 4 so that in this figure the circular tracks can be seen. - continuous tracks 61 to 63 ° These latter tracks are superimposed on the continuous tracks 62 and 63, The disc 78 has, moreover, a circular conductive track 81 which exists at least on the same angles as those over which extend. dent tracks 79 and 80.

   This track 81 can however be continuous, as shown in FIG. 60.
The disc 78 is removably mounted so that it can be easily replaced by another whose discontinuous conductive tracks such as 79 and 80 correspond to different taxed parking times from one locality to another. rotary slider 58 can be easily removed from the shaft 59 which 1! drives so as to allow the substitution of one disc 78 for another Its rollers 71 to 73 are kept resiliently pressed against the disc
78 by a spring 82.

   The disc 78 shown in FIG. 6 is suitable for parking lots charged from 8 p.m. to 8 a.m. and from 10 a.m. to 5 p.m., these parking periods being subject to different tariffs and being separated from each other by periods of untaxed parking
If we assume that from 8 p.m. to 8 a.m., parking is subject to a lower rate than that applicable from 10 a.m. to 5 p.m., the user who must leave his vehicle for 24 hours from a time between 8 p.m. and 8 o'clock, sets the gear change whose clutch is triggered by the clutch relay 51 to the appropriate ratio for the tariff to be applied first.

   In addition, it adjusts the other gear change according to the ratio suitable for the higher rate applicable from 10 a.m. to 5 p.m.
He places the rotary bearer in the angular position corresponding to the hour of the moment and he closes switches 60, 67 and 680
Suppose that this closing takes place for the position shown of the cursor corresponding to 6 o'clock o Closing switch 60 starts the clockwork mechanism o Closing switch 67 causes the auxiliary relay 69 to be supplied with power. and; therefore, starting the engine
2 'as well as the clutch of the clutch device controlled by the clutch device relay 51.

   Ribbon 3 is therefore driven at the speed corresponding to the rate applicable at that time.
The closing of the switch 68 does not have the effect of supplying the auxiliary relay 70 because the roller 73 is not in contact with the discontinuous track 80 superimposed on the continuous track 63 which is connected to this switch. 680
When the rotary cursor 58 arrives at the corresponding position '. at 8 o'clock, the auxiliary relay 69 ceases to be supplied and the tape 3 ceases to be driven. This situation lasts until the moment when the rotary cursor 58 arrives in the position corresponding to 10 o'clock for which its roller 73 comes into contact with the discontinuous track 80.

   At this time the auxiliary relay
70 is supplied, the switches 15 'and 5' are closed by the movement of the armature 76 and the clutch relay 51 'causes the engagement of the gear change mechanism designated by 26' in FIG. 1. The tape 3 'is therefore driven at the speed corresponding to the tariff applicable at that moment. This situation lasts until the moment when the rotary cursor 58 leaves the sector in which

 <Desc / Clms Page number 8>

 The circular track 80 extends, that is to say until 5 p.m. From 5 p.m. to 8 p.m., none of the tapes 3 and 3 'is driven.

   At 8 p.m., the roller 72 comes into contact with the track 79 and the tape 3 is put back into motion under the conditions which have been explained above ;, when the rotary cursor 58 was in the position shown in FIG. 60
In FIG. 7, the periods during which parking is taxed are represented by hatched rectangles. Rectangle 83 corresponds to the tax caused by the passage of roller 72 on runway 79 between 0 am and 8 am The rectangle 84 corresponds to the taxation at a higher rate caused by the passage of roller 73 on runway 80 between 10 a.m. and 5 p.m. o Finally,

   the rectangle 85 corresponds to the taxation caused by the passage of the roller 72 on the coaductor track 79 between 8 p.m. and 24 hours o
If the user fears that the tape in service, for example tape 3, reaches the useful end of its travel before the end, he removes the disc 78 so that the rollers 72 and 73 roll in contact with the continuous conductive tracks 62 and 63 throughout the duration of the parking.

   If no increase in the tariff is planned before the extra thickness 54 pushes back the pivot 55 in the direction of the arrow Y, the user can leave the gearshift 26 set in accordance with the tariff applicable at the start of parking, but he must adjust the other speed change so that it corresponds to the highest rate applicable when the tape 3 'is automatically substituted for the tape 3 by passing the extra thickness 54 between the wheels 8 and 22.

   Taxation at the higher rate will take place from the moment of substitution even if the vehicle is partially parked during periods when no parking tax is applicable.
The state of progress of tapes 3 and 3 'can be seen not only by examining the numbers recorded by totalizers 110 and 110' but also by direct inspection of tapes 3 and 3 'through tapes. windows 86 and 86 'which the apparatus presented. The lamps 23 and 23' are advantageously arranged so as to illuminate at the same time the parts of the strips 3 and 3 'facing these windows. The tapes may have, either over their entire length or towards their end, marks or inscriptions making it possible to deduce therefrom the lengths which can still be used.

   These tapes can also bear identification marks, for example perforations, so that the inspection services can see that there is no fraud.

   If the tape put into service at the start of parking will be used alone until the end of this parking, the user can simply close the one of the two switches 67 and 68 which supplies the auxiliary relay causing the commissioning of the clutch relay through which the tape in question is driven by the motor.

   The apparatus according to FIG. 4 also allows charging without current consumption to actuate the clockwork mechanism. For this, it suffices to put 1 switch 67 or 68 on a terminal other than that connected to track 62 or 63, this other terminal being connected by a conductor 87 to the pole of the current source 4 opposite to that connected directly to the auxiliary relays 69 and 70. This is, in this case, a manual control of the charging.
